I found another good reason to drop the user Scala API completely.
It is impossible to use the test harness classes to test Scala UDFs.

I agree with [~sjwiesman] that the way to go is to offload the burden of Scala
support from the Flink community. As long as Flink doesn't leak its internal
Scala dependencies, I think many Scala users, including me, will be happy to
use the Java API.
With Scala 3, I think there will be community libraries building higher
abstractions over the Java API.
