[~stephenk]. Apache Spark release script doesn't have that logic yet. We need
to add that logic into our release script during 3.2.0 timeframe.

Yes, currently, we are focusing on 3.1.0 first, but we can start publishing
3.2.0_2.13 too concurrently. `master` branch is not blocked by 3.1.0 release
process. You can make a PR to `master` branch.
