In theory this is a problem with every package. But in practice, we've
got 20,000 of them and few major conflicts. Solving this is what a
linux distribution does, and it's OK to punt the problem to them.

Personally I'm not getting out of any work here, since I'm also working
on the distro packages. Making Sage more lenient would however be a
valuable use of my time, in contrast with the current approach.
