Go doesn't work. I guess we started from the common sense that
arch-indepent files

Generally speaking, I prefer not hacking build flags in individual
packages. This is the job of dh-golang.

I believe it's because etcd 3.4 doesn't enable v2 API by default.
Please adjust your autopkgtest with ETCD_ENABLE_V2=true env, or --enable-v2
