China’s booming economy is expected to consume more than half of the world’s 
key resources within a decade, according to Rio Tinto. 


The rapid industrialisation of China’s economy means that it is likely to 
consume a majority of the world’s supply of all the major metals and minerals, 
potentially leading to clashes with other countries over access to resources. 
Rio Tinto, the world’s second-largest miner, said last week that China already 
accounted for 47 per cent of all iron ore consumption, 32 per cent of aluminium 
and 25 per cent of copper. 


Tom Albanese, Rio’s chief executive, has predicted that within the next couple 
of years this will move to 58 per cent of all iron ore, 45 per cent of 
aluminium and a third of all copper. He said: “Even with the assumption that 
the current growth intensity will slow, we are looking at China consuming a 
higher percentage of global supply.” 


Vivek Tulpule, Rio’s chief economist, said that with China likely to consume 
more than half of the world’s key resources within a decade, political concerns 
would be raised as the country seeks to control access to the resources its 
economy needs. 


In 1990, China accounted for only about 5 per cent of all copper demand and 3 
per cent of aluminium and iron ore. The country is already the largest buyer of 
nickel, copper, aluminium, steel, coal and iron ore. Only in oil does it fall 
behind, coming second to the United States. 


By 2015, China will be consuming nearly a billion tonnes of iron ore a year. To 
meet this demand, large mining companies are ramping up production in areas 
such as Western Australia’s Pilbara region, which is geographically one of the 
closest ore deposits to China. Rio Tinto expects to increase its production in 
the Pilbara from 160 million tonnes a year to 320 million tonnes by 2013. BHP 
Bil-liton, the world’s largest miner, hopes to achieve 300 million tonnes by 
2015. 


Mr Tulpule said: “The US’s consumption of the key metals has been going 
backwards while China has continued to grow. [China's] share of global demand 
will continue to rise until about 2020 when other economies like India start to 
challenge it.”

Many people in North America have the view that China is still behind the 
curve. I am living in China temporarily and I can tell you it is very modern 
and forward thinking in their strategic planning. 80% of the population ride 
electric scooters around Shanghai with special roads separated from the regular 
truck and car traffic. The new buildings have all the amenities and ABM are in 
no short supply. The large apartment complexes that the majority of the people 
occupy have all the conveniences that North America has and in some cases are 
replete with large swimming pools and beautiful gardens. The lights at night 
around Suzhou make North American cities look tame. When one sees how 
progressive the Chinese nation is , one can easily believe the predictions of 
future consumption.

Those who share the crash mentality have often derided the notion of 
sustainability in this fiat, or unbacked monetary system. They insist that both 
doom and gloom are imminent. They cite the fact that every experiment with fiat 
money has failed and that empires crumbled in each instance. I suggest that 
none of the prior systems had the technology in use today. Even the very notion 
of money is radically different. Today over 92% of everything we call money is 
electronic. When the Roman Empire debased its money, the masses who controlled 
the actual debased coins alternately aggregated and dumped them, creating an 
ebb and flow similar to rocking a boat. As each wave occurred, the swings were 
wider until the water came over the side. Alas, if only the Romans had the 
Plunge Protection Team. They could have stopped the rocking with appropriate 
counter measures. 






The science of monetary policy has created a system of chattel slavery unlike 
any ever witnessed. Those in charge of this wildly profitable system have found 
a way to effectively harness the efforts of the populace with what we have 
dubbed the electronic chain. 


 



By converting the bulk of money to electronic form, they have eliminated the 
element of surprise that often caused the widespread panic inherent in a 
rocking boat. Prior to the Federal Reserve Act of 1913

The Government was rarely involved, not withstanding the 1869 Gold panic

which bolstered prices and restored confidence. Like the Morgan pool of 1907,

The modern survivor to Morgan's famous pool is the Working Group on Financial

Washington Post, by Brett Fromson. Many stories have circulated?about massive 
buying at precisely timed?moments to revive an otherwise sagging market. 






Unlike informal arrangements cobbled together at the onset of a panic, these 
efforts were massive by standards of reason. In the private pools it often took 
more money than the participants were willing to commit. These efforts 
necessarily failed. Many prominent economists cited this lack of resources as 
the only reason for failure. The problems of limited resources are now gone. 
The Secretary of the Treasury, the Chairman of the Federal Reserve, the 
Chairman of the Securities and Exchange Commission, and the Chairman of the 
Commodity Futures Trading Commission, have all picked a designee to act in 
concert with government and private parties, to prevent investor panics. 






The order also directs that, The heads of Executive departments, agencies, and 
independent instrumentalities shall, to the extent permitted by law, provide 
the Working Group all such information as it may require for the purpose of 
carrying out this Order. And further, it says, To the extent permitted by law 
and subject to the availability of funds thereof, the Department of the 
Treasury shall provide the Working Group with such administrative and support 
services as may be necessary for the performance of its functions. 


 



With this one order, the entire financial system has been placed in the hands 
of 6 people?with a practically unlimited supply of money.? By law, only the 
President can authorize a shutdown of U.S. financial markets.?? No doubt such 
an event would shake investor confidence.? So this team sees to it that this is 
unnecessary.? 


 



Have they had an effect? There have been many instances since 1988, when the 
Major Market Index futures contracts were heavily bought, at just the right 
moment, by a few major firms.? This unusual buying boosted the Dow and rallied 
the markets.? The heavy buying of this one MMI contract raised the price.? The 
underlying securities were then at a discount to the index.

 In August, the Coalition of Journalists for Open Government reported that 
“current government handling of FOIA requests is deteriorating” and that the 
Justice Department was “consistently granted the lowest percentage of [FOIA] 
appeals of any agency.” 


On New Years Eve, facing “congressional pushback against the Bush 
administration’s movement to greater secrecy,” President Bush signed the OPEN 
Government Act, toughening the Freedom of Information Act (FOIA). The 
legislation — unanimously passed by the House and Senate — would push agencies 
to respond more quickly to records requests. 


But now, the White House is doing everything it can to neuter the law. 


Sen. Pat Leahy (D-VT) said yesterday that Bush’s FY2009 “funds for the Office 
of Government Information Services authorized under the newly enacted OPEN 
Government Act will be shifted to the Department of Justice” from the National 
Archives. Congress Daily reports: 




“But by shifting the funding to the Justice Department, OMB would effectively 
eliminate the office, because it appears no similar operation would be created 
there,” according to an aide to Sen. Pat Leahy (D-VT). […]


National Archives officials are relatively independent of political pressure, 
the staffer explained, “but DOJ is different.”  Government transparency 
advocates consider the department hostile to efforts to improve FOIA 
responsiveness, in part because it represents agencies sued by FOIA requesters.



Sen. John Cornyn (R-TX), a cosponsor of the OPEN Government legislation said he 
“does agree with Senator Leahy and would oppose that effort” of the 
adminstration. 


The Justice Department’s efforts to protect government secrecy are notorious. 
In fact, in the 109th Congress, the Department “squelched efforts to pass the 
OPEN Government Act.”  But even initially “putting  [funding] in DOJ would 
essentially obviate what Leahy and Cornyn did with the legislation,” said 
Patrice McDermott of OpenTheGovernment.org


Bush’s noncompliance with the legislation makes clear his effort to return to 
his old ways of egregious government secrecy.

“The conduct of Senate Republicans yesterday was shameless. After weeks of 
insisting that it is absolutely critical to finish the FISA legislation by 
February 1, even going so far as to object to a one-month extension of the 
Protect America Act, they obstructed all efforts to actually work on the bill. 


Now they want to simply ram the deeply flawed Intelligence Committee bill 
through the Senate. They refused to allow amendments to be offered or voted on, 
including my straight-forward amendment to require that the government provide 
copies of FISA Court orders and pleadings for review in a classified setting, 
so that Members of Congress can understand how FISA has been interpreted and is 
being applied. 


If the Republicans succeed in cutting off debate on Monday, the Senate won’t 
even get to vote on the amendment Senator Dodd and I want to offer to deny 
retroactive immunity to telecom companies that allegedly cooperated with the 
administration’s illegal wiretapping program. 


“Democrats should not allow the Republicans to ram this bill through the Senate 
without amendments. Monday’s cloture vote will be a test of whether the 
majority is willing to stand up to the administration and stand up for our 
rights.”

Daryl Gates writes that the Los Angeles Police Department had a

special intelligence unit that ran a program which sent American
spies to Russia, totally clandestine and under deep cover. This
was during the during the same period when Lee Harvey Oswald made
his strange trip to the Soviet Union. A natural question arises;
was Oswald part of the LAPD program?
 
A few words about *Daryl Gates*

He was in charge during the Watts riot that occurred five days

after the Voting Rights Act passed in 1965. Despite all his
failures during the riots, he was still considered an expert on
riots and riot control and helped prepare other police chiefs for
the riots that would occur in other parts of the country.  His
policies were viewed as racist and led to the Rodney King beating
and many other abuses of police power
 
He started S.W.A.T, Special Weapons and Tactics, which put

military weapons into the hands of the police.
 
He worked with the Marines at Camp Pendleton to find the best
snipers. 
 
 
Two interesting facts emerge when studying Daryl Gates.


The first one is how interested he was in Lee Harvey Oswald and
the JFK assassination.  Just hours before Oswald was murdered by
Ruby, Gates was on the phone talking to the Dallas Police Department.
 
The second one is that he was in charge of Robert Kennedy's

security at the Ambassador Hotel the night of RFK's
assassination.   Actually, there was no security.  Gates kept the
police away, claiming somebody told him Bobby didn't want the LAPD
there.
 
The Los Angeles Police would burn most of the photos related to

the assassination before Sirhan's trial began. Then Gates kept the
case secret for twenty-five years. When he was forced to release
the files, he had destroyed most of the evidence
