Thanks. I got it back by including terminate:ctrl_alt_bksp in the
XKBOPTIONS line in /etc/default/console-setup.

BTW you closed the bug, I suppose because it is not an
xserver-xorg bug. But isn't it an xserver-xorg bug that the Xorg
log says that DontZap is off, while in fact it is on?

I closed the bug because there's no bug here.  DontZap is off, but
that's orthogonal to whether your xkb map includes the Terminate_Server
action.  In order for ctrl+alt+bksp to work, you need to have it mapped
to Terminate_Server, *and* you need the server to react to this.  The
former used to be always true, and is now controlled by
terminate:ctrl_alt_bksp in xkb-data (which is off by default).  The
latter is what DontZap switches.
