I got it back by including terminate:ctrl_alt_bksp in the XKBOPTIONS line in /etc/default/console-setup. BTW you closed the bug, I suppose because it is not an xserver-xorg bug. But isn't it an xserver-xorg bug that the Xorg log says that DontZap is off, while in fact it is on? DontZap is off, but that's orthogonal to whether your xkb map includes the Terminate_Server action. In order for ctrl+alt+bksp to work, you need to have it mapped to Terminate_Server, *and* you need the server to react to this. The former used to be always true, and is now controlled by terminate:ctrl_alt_bksp in xkb-data (which is off by default). The latter is what DontZap switches.
