The current version of latex2html also include the file 
versions/html3_0.pl and we can use it by the command line option
"-html_version=3.0". But I don't know whether it follows HTML 3.0
precisely.

Hi,

the current dist https://fossies.org/linux/www/latex2html-2021.tar.gz/
produces HTML versions 3.0,  3.1, 3.2, 4.01, 4.0, 4.1, and 5.0
depending on the setting of   ~/ .latex2html-init

Don't know if it pertains to Windows
