working mother, LEAP was a blessing.  My child was nurtured, educated, fed, 
loved and provided with various opportunities to increase his social and

appropriately and supportively challenged to engage in activities he may never 
have had the chance to try otherwise.  My only child had a chance to just have 
fun playing with children his age, something he never got to do at home or 
where we live in South Lincoln that doesn’t allow for neighborhood play 
opportunities.  When I would pick him up, he’d often ask for “a few more 
minutes” because he was excited by the opportunities provided to him by LEAP 
staff.  The staff were incredible.  They talked lovingly about students, they 
demonstrated enthusiasm for their work and they understood the responsibility 
of helping to raise other people’s children.  I never once entered the LEAP 
building without an exuberant and cheerful greeting from Katie, the tireless 
and dedicated director of LEAP.  And somehow, the LEAP team has managed to do 
all that with a dilapidated physical environment that does not even remotely 
meet their needs. 


I completely understand why the notion of moving LEAP into the school building 
makes sense to those who may not spend much time in a school building.  Unless 
the school can provide LEAP with dedicated, not shared, space that can be fully 
accessed during the school day, it just won’t work.  The LEAP staff deserve 
opportunities to set up their lessons, access materials and prepare for that 
day.  In a working and busy school, that’s just not possible. I have worked in 
a school where the after school staff had to work around the rest of us.  They 
would literally be prepping for their activities in their vehicles or squatting 
in corners of the building trying to create materials, get organized or 
collaborate with one another over student needs. Consequently, they are 
constantly working in an uncomfortable situation where their professionalism is 
not always visibly respected. They could never hang student work, because they 
literally had no walls. They could not use complex and highly engaging learning 
materials, because there was nowhere to store them.  They could not meet as a 
team, because they did not have space to do so. They couldn’t provide 
nutritious snack options, because they had no access to cooking or cooling 
instruments. The students who attended the after school program felt othered, 
not included.  I would hate to put LEAP in a similar situation.


I realize and respect that we live in a largely affluent town where quality 
childcare may not be as much of a critical need as in other areas.  However, 
for some of us, affordable childcare is an invaluable necessity so we can work 
and earn enough income to allow our families to grow and thrive in a wonderful 
town like Lincoln.  Just like not everyone in our town may see the need for a 
community center where our aging population can access resources, not everyone 
may see why LEAP is not an entity which we can push aside or ignore.  I hope 
this can help share some perspective as to how important LEAP is to our 
community.  


I am grateful for the many efforts and ideas shared to help solve the space 
challenges in our town. I appreciate the opportunity I’ve had to read 
everyone’s intelligent and unique ideas about how to solve these problems.  I 
won’t even pretend to hold a tiny fraction of the knowledge others do on this 
subject.  In my perfect world, we would ideally find alternatives that 
celebrate and support resources that benefit our youngest to our oldest 
residents.  In fact, one might argue that combining these needs into one 
building could, in fact, greatly benefit both.  I can’t think of anything more 
valuable to our older neighbors than watching our youngest residents thrive in 
a space that is happy, clean, safe and reflective of the diverse and unique 
needs of our town’s young students.

To those interested. All available  existing town bldgs have been looked at 
MULTIPLE TIMES and need much renovation at considerable expense. Unfortunately 
because not only LEAP but P need space. So the cost has now increased. By 
using other bldgs their is rent and owner requirements.  And would not belong 
to town.
And Their are many state/ town / school requirements at the ONLY sight 
available on school grounds.I'll add that the planning of the CC was well 
thought out for many yrs . Hopefully when more of you need elder services we

Hi Cars and truck are bigger and go faster. Tough for them to stop or slow down 
in time. (Around corners). They are also heavier and more difficult  to 
maneuver than cars. Being dangerous to bicycles who think cars and trucks need 
to be able to slow on a dime. If the bicyclers don't think about this it's a 
problem. If bicycles say that it's dangerous some need to think. Yes it is 
dangerous. And for bikers who don't have much experience  driving cars then 
their understanding of the road will of course be different .Love thoughts

really use a new Community Center for all 60+ including making the center 
accessible  to those with disabilities.  The state has given direction to MBA

process and the objections to a new building.




I believe that we need to work together in a cooperative way.  When the schools 
were rebuilt it was a huge cost to taxpayers.  My taxes went up significantly, 
but I was willing to pay them because I believed that it is important to pay it 
forward to support the generation that is coming behind us.  I have no kids,

 Once the schools are built, a Community Center will follow.  But low and 
behold there has been a huge pushback.  There are a number of people who want 
to reduce the building size significantly!  This will make it difficult for the 
current programming to happen. We have been told that activities could be 
housed elsewhere. (That would put huge stress on the employees of all three 
departments, who would have to drive all over.)   We were told that people are 
being forced out of town because they can’t afford the taxes. I have talked to 
others who dispute this assertion. There are those who are demanding the Parks 
and Rec Department and the COA take data proving the value of the project.  
This put tremendous strain on the FOUR full-time employees at the COA.  How can 
they do their real jobs if there is continuous demand that they prove their 
value? Perhaps those asking for and needing additional data could come and 
gather it themselves.




I attend many events at the COA and before the Pandemic I was at the Rec 
Department taking classes twice every week.




I think it would really help those who question the value of this new build is 
to take the time to attend classes and activities at both the COA and the REC 
Department.  By attending programs/activities over time and talking to 
participants you will see the real value of what is provided as well as some of 
the concerns about the current spaces.  This can’t be done on a drop-in basis.  
One needs to spend time in order to fully experience the programs that are 
provided. And there is so much more programing that could be provided.  Off the 
top of my head I can think of 5 or 6 new classes that would be great - Story 
telling, Improvisation, sign language, Granny and Grandpa reading programs with 
little kids, support groups for struggling kids, text support provide by the 
middle schoolers, self-defense and much more.  But we need a building with 
enough space to accommodate programming and to meet the needs of the hoards of 
baby boomers who are knocking at the door. 




I do understand the concerns of people about costs, but if a build continues to 
be put on hold, or a new building can’t meet programming needs what is the 
point?  Costs will only go up and up.  I don’t see them ever going down.  Now 
is the time to seize the day and build something that everyone can be truly 
proud of.  Lincoln is a town filled with creative and thoughtful minds.  We 
need to work closely and collaboratively together to find a good solution to 
meet the needs of all!

Hi There are no town owned bldgs that can be used. This has been looked into. 
You keep approaching your same concerns every time there is a mtg re: community 
center. Unfortunately, I understand your concern for tax increase, but the same 
endorsement desperately  need a new bldg for adequate programming. You need to 
read what is already on the CCBC website and refrain from beating a "dead 
horse". It appears you need to get the correct info by reading the CCBC 
website. There are certain restraits put on the CCBC plan that you need to 
avail yourself of to better understand the needs of CCBC .Thank you and have a

At its May 17 meeting, CCBC and ICON Architecture claimed they reduced the 
space needed for a new building by 8,000 square feet compared to the space 
proposed in 2018 by Maryann Thompson Architects. ICON’s Ned Collier said the 
current program is “going in the direction of 75%” of the 2022 cost option of 
$25 million. They will “reduce programming for a 50% option” and also provide a 
100% option at the June 13 meeting before the summer hiatus.   

In my opinion, and based on those expressed in the CCBC survey results, the 
upper amounts are unlikely to win approval at any Town Meeting and are surely a 
waste of time for the committee and the architects. A 50% option for a new 
building would cost $12.5 million and that may be more than most will want.

Also at the May 17 meeting, ICON presented a chart showing 6,700 square feet of 
space to be shared among COA/HS, PRD, LEAP (the after-school program), and 
Magic Garden (the pre-school program). While the chart showed many activities 
for an average week, there was a great deal of space that was not accounted for 
— shown as FT (Free Time) on the chart — and other blocks of time that were 
inexplicable, such as the five hours in the kitchen spent for Meals on Wheels. 
The chart also indicated the maximum number each room would hold, not the 
number who actually have attended. I was not convinced of the need for this 
much space, much less the additional unshared space required for 
administration, LEAP, support and maintenance, which totals around 11,000 
square feet. I assume the shared-space chart and the description of unshared 
space will soon be available on the CCBC website.

Many participants suggested using existing town spaces for programming. Dan 
Pereira explained that CCBC was not considering using any buildings that were 
not town-owned. This surprised many of us who are aware that Lincoln and other 
towns happily use churches and schools for senior and youth programming, and 
some suggested that leasing privately owned buildings could work very well. As 
one of the amenders of the 2022 vote, I was surprised to learn that “only 
town-owned buildings” were being considered.

The April CCBC survey results, including free-form comments, are now available 
on the CCBC website. These comments reveal much about the mood of the town: 
questions about the need for a community center and the location, but primarily 
questions about cost. I asked that the CCBC respond to these comments at the 
upcoming public forums. If they do not, I fear many residents will simply tune 
out and vote against any expenditure.

On Tuesday, May 23, CCBC will hold another public forum at 7 p.m. in the 
Hartwell multipurpose room and on Zoom. ICON will show visuals of the spaces 
required, not just charts. I urge everyone to attend to learn about this 
project in time to affect the outcome. We need to make our voices heard about 
the cost and value of a community center.

About your doubts about your increase in home taxes:I think you all voted for 
the school, that now is not performing as intended for the incredible price 
tag!! Also the present US government  is adding tons of taxes and inflationary 
policies.
It is not the fault of the senior grp who need services, and maybe you don't 
need any services at this time, but as you age you'd be glad to have the 
wonderful COA& HS that we have now. It is really an expense and inconvenience, 
as well as incredibly difficult to have many places to plan for and supplying 
paid staff. There are not that many spots for town work-off as COA CONTINUE 
TO offer all the programs and help to seniors that COA offers now.

citizens would be nice, but a $25MM project makes me very nervous especially 
because I'm concerned it would limit our ability to finance these other worthy 
endeavors. If it was possible to spend $10MM in a refurbishment project or 
overhauling an existing building, then that might be necessary to reserve 
sufficient borrowing capacity for these other projects.

Those with that level of restricted mobility would get their own household

I imagine that that is a smaller percentage and that the majority of our

Hi Mr Rosen,Thank you for your remarks re: the Community  Center.Bemis is used 
for many things.  Including  but not limited to exercise.  The COA& HS director 
Abigail Butt, is very involved with obtaining  many many social benefits  for 
ages 60+. The Bemis Hall is also used for outside events.

Hi let me ask all of you what you think COUNCIL  ON AGING  does? What the COA 
offers  is enormous!! You might not know what COA does for Lincoln residents; I 
invite you to REALLY LOOK at the monthly COA bulletin. For  all the COA offers, 
you will understand the limited  space in Bemis that is used is not enough and 
the need for more is VERY IMPORTANT  to our community.You might not  need 
services now, but aren't you fortunate to have the COA for your parents, 
grandparents and any elder you know?

 How old are most of you commenting?? Take this into consideration.

Covid and dogs and bikes.
Because of mitigating  from Covid, people needed company and something to do 
out of the house, so they bought dogs and bikes. Therefore  more people, bikes, 
and dogs on trails.IMHO an increase in education  for "newcomers " to the 
trails is needed. Some people  including  myself are unaware of what is best

As a daily dog walker on a variety of Lincoln Trails at Mt. Misery, Harrington 
(aka Stonybrook) and near Sandy Pond, it is my hope that the Conservation 
Commission and the Lincoln Land Conservation Trust, each which manage different 
parcels of open space in Lincoln, would consider leaving trail use as is for 
now - no changes. 
There is another meeting and potential vote on July 13 by the Conservation 
Commission. I am not sure of the timeline for LLCT.  My hope is that neither 
group makes trail use changes at this time. I believe, the Conservation 
Commission proposal to open many more trails to biking, including half the 
trails at Mt. Misery, would bring in large bike groups that would negatively 
impact  walkers from Lincoln, Concord, Maynard, Sudbury, Wayland and beyond 
that walk our trails, and be detrimental to wildlife and habitat. It is not 
about being exclusive. It is about being inclusive.  Everyone, including 
mountain bikers, can walk with their kids, dogs and on horse back on these 
trails. The wildlife and habitat we have in Lincoln now and over the last 
decades are accustomed to our current trail use.  In some cases, people donated 
land or donated money to buy conservation land based on the off-leash dog 
trail/no bike current maps. Truth be told I see single mountain bikers on some 
of these "no bike" trails now, but because they are officially no bike trails, 
bike groups don't come. The proposed changes would not only open half the 
trails at Mt. Misery to bikes, it provides a process for large bike groups to 
get permits to use them.
Asking for no changes, is not about being exclusive, it is about being 
inclusive and nature-minded in a Lincoln way. The wildlife that calls Lincoln 
home, along with in-town and out-of-town walkers using the trails today, 
appreciate that Lincoln is inclusive and has a history of protecting nature.
I appreciate very much the mountain bikers who have posted on Lincoln talk 
their love of nature, too. The current trail use map gives some mountain biking 
opportunity while at the same time does not encourage large bike groups in our 
parking spots and on our trails.
This is one of the comments in the other string that touched on this:
"LIncoln is a very progressive town, and despite the nickname "the white-hairs" 
involved in Lincoln town governance with their long experience and memories of 
Lincoln and society they kept Lincoln on a good path.  I have seen this over my 
lifetime of 70 years, starting as young boy taken to town meetings by my 
father.  A lot of discussion and views, but the resultant path has been a good 
one.  Without them and younger ones too there would not be the conservation 
land and accessible Nature we have in Lincoln: We would have lost the Nature we 
have to develop and over usage. Wisdom existed, no change just for change's 
sake.  I see that there need be no rush to change trail usage, there is still 
much to consider. For example,  my recent observation in the area around Mt. 
Misery: the signage is really confusing to users.   
My bottom line: I think we are at a point where no more detrimental impact 
placed on Nature is worth considering."--

been charged with working toward. So let's see what information is out there. I

Dennis cannot drown anyone out over email.  If you want to simply state your 
opinion and not back it up with facts or studies feel free to do so.  Feeling 
annoyed because someone with a differing opinion takes their own time to 
support their opinion isn't valid in adult conversation.  If you do not want to 
engage with Dennis simply do not reply to his lengthy emails.   Anyone is free 
to disagree and not follow up.  
Dennis is writing those emails mostly to provide information for people who 
don't already have an opinion set in stone - in fact I view his emails almost 
like a public service.  I definitely disagree with him at times but I love that 
he has done a ton of research.  That makes it easier for me to hone my own 
disagreement or, for issues I haven't thought about, gives me simple

What has happened  to the WIDE and Inclusiveness?? Sorry to say that different 
views are necessary  to have informed consent, otherwise having to accept a 
one-sided ideology is VERY DANGEROUS. If LT wants a certain ideology to reign, 
then we need to still talk among ourselves. Those of us that want diverse 
opinions  with facts and not just emotions,  need to let this town of Lincoln 
know. Rather than be following like sheep, (that word again that we are all 
using-- DIVERSITY,) is needed here, or the Lincoln residents will end up poorer 
 in knowledge.  We all need to accept ( even if don't agree) DIVERSITY  not

Unfortunately  more people  using trails hence more trash. Place many signs. 
Trails will b closed if become dangerous  and trashy. So upsetting folks don't 
have manners.

having to waste time picking up after thoughtless people.

Bring inflation down. Using Money to hurt others is root of all evil. Banking 
industry  needs an overhaul or nothing changes. Started about 35 yrs ago with 
the rising stock market and how it has led to perverse legislation.
