Emacs23.2 from ppa:ubuntu-elisp has a much smaller window than Emacs23.1
shipped with Ubuntu 10.10. I guess this is because of a much smaller
font size.

Upgrading to this version solved my problem of having the mode line off
the bottom of my screen (1440x900), a problem reported by Kalman in bug
#622246, a duplicate of this bug (although I am not sure it should
really be marked as a duplicate).

I am not using Ubuntu Network Edition though, but it may be worth a try
for people using it too.

I'm also seeing this bug, when running emacs on the released 10.10
Ubuntu Netbook Edition. Emacs is over-maximised, such that the buffer
line at the bottom of the window is not visible. Un-maximising then re-
maximising forces it to the correct size.

In Maverick Meerkat alpha3 livecd on laptop (1280x800), the workaround
given about of two Alt-F10's doesn't work; the second Alt-F10 restores
the window to its original (too-large) size.

However, the workaround of holding down Alt while clicking and dragging
on the body of the window allows getting to the resize corner to
actually reduce the size of the window.

This is not just an UNR problem: emacs23 on a regular Lucid Ubuntu alpha
install also starts up too large for the default screen size.  I
installed in Virtualbox which comes up with an 800x600 screen from the
installation / live boot CD.  Hitting alt-F10 twice fixes the window
size for me there, as well.

Also confirm this problem. This is not a regression wrt/ past Lucid UNR
versions: all of them are affected since the first alpha. Thanks for the
Alt+F10 work-around: the only one I found so far was to un-install it 
prefer emacs22, which looks ugly these days...

I see the same behavior.  Note that alt-F10 is the toggle maximization
state keybard shortcut on my karmic machine (dell inspiron mini 10).
And note that by default I have to hold Fn down as well  so the
function keys act as F- keys rather than volume controls etc.

So hitting Fn-Alt-F10 twice fixes the window size.
