Upon further testing with XanMod Kernel [1], version 6.7.2, initramfs-tools
package is
functioning properly.
So, this bug could be attributed to official Debian kernel images, 6.6 and
6.7 (in experimental).

Yes, you are correct. policykit-1 was its own package in stable.
For testing and further things have been decentralized.
Also, yes, it should depend on pkexec.
I have checked with upstream and also verified with other distros.
