The reason why we do so is that libuv has some changes between version that
don’t propagate to ABI. I might be able to drop this in unstable though and
just keep it for backports.

Yes, but let’s do that in the upstream - the automatic empty zones. I need to

Yeah, I concur.
I would recommend doing such upload to experimental first and
then we can add couple of versioned Breaks if we find any problems.

you are probably also aware of the fact that 4.4.3 is the last isc-dhcp release
that will contain client and relay part and all releases after that will contain
only the server component. But I thought it won’t hurt to mention this...

Your IPv6 seems to be broken and named gives up after trying 6 times to reach
any upstream server.
Either fix your IPv6, so named can reach the upstream nameservers via IPv6
or disable use of IPv6. Of course, fixing the IPv6 configuration is preferred
way...

please remove src:php7.4 from unstable, it has been replaced by src:php8.1.
Only cruft now depends on it, so it's safe to remove:
