Bug#864657: ca-certificates-java has circular Depends on openjdk-8-jre-headless

Hey there, this bug hit me during building of a Debian stretch image for an embedded armhf device using ELBE [1]. It should be mentioned, that this could be worked around by using the default-jre package instead of the openjdk8-jre package, which I used at first. [1] https://elbe-rfs.org
