I believe this is a bug. No other of the packages contain the headers either. Another bug with this 1.2-5 version is that libvkd3d-doc is not installable besides libvkd3d-dev due to trying to overwrite the README files in /usr/share/doc/libvkd3d-dev that also the libvkd3d-dev package
