The bug is fixed for me by installing xserver-common and xserver-xorg- core version 2:1.18.4-0ubuntu0.8 from xenial-proposed. I will continue to run this version and watch for problems, but it seems good so far. In aptitude, I see that xserver-xorg-core suggests xfonts-100dpi | xfonts-75dpi
