I am helping someone set up FL-DIGI with an Icom 706MKII. Using Hamlib and the radio from the drop-down list Icom796MKII Untested we achieve rig control for frequency changes but NOT PTT. Using rig control and a XML file for the 706MKII we did not achieve either. So, it looks like Hamlib is
