D:\software\GNU\GnuWin32\bin
prior to
D:\software\GNU\Gpg4win\..\GnuPG\bin
May it be that you use a gpg version picked up from the GnuWin32? Check
also whether there is a gpg binary in the Git program directory.
My educated guess is that Gnuwin32 is a Cygwin based
