I've been trying to increase the maximum outbound message size but it
doesn't seem to be working. I have it set to 12MB but we can't send out
anything larger than 7MB or so. The single message max size is set to
12MB also. I've stopped and restarted the smtp and queue manager

That's up to you but I wouldn't ever let anyone email a 7 MB file. I don't
think email was meant to send a file so large. As a matter of fact you may
have problems at the other end with some mail servers refusing a file as
large as that.

Some firewalls have a max message size as well. Take a look at that. You can
change Imail all day long but if the fw does not permit it then it won't go
through.

much depends on mime encoding type. If base64 then 7Mb = 7+30% = 9..10Mb
it's better to continue tests with text attached data with quoted-printable
enconding rather than binary base64.

fails the common loopback test that checks to see if there is a

primary domain to match solved the problem... So apparently they required
the HELO hostname to match exactly.
Remember, that may have solved the problem, but it also shows that they are
using a crazy anti-spam test. What that
logs to verbose (under Services, SMTP) so that you
can get meaningful information from them. Be sure to stop/restart SMTP and
the Queue Manager server when making changes.

I have complained in the past about how inaccruate Ipswitch's URL Blacklist
is that they update every two weeks.
