Same issue exists in 5.8.0-41-generic. Same fix, install linux-modules- extra-5.8.0-41-generic. I am using KDE Neon 20.04. During earlier attempts to debug the issue I removed the .config/pulse directory and permitted it to be rebuilt. Combined with the additional library and a reboot, it remade
