The libgphoto2 Debian README [0] says:

  This version of libgphoto2-installs udev files in
  /etc/udev/libgphoto2.rules to allow camera access to all members of
  group 'plugdev'.

However, I see no such rules (/etc/udev/libgphoto2.rules) installed on
my system:

The real problem I'm facing is that udev is not creating the proper
permissions on the USB camera device, preventing me from accessing my
camera as a normal user, ala bug #586988.  However, the reporter of
#586988 seems to indicate that the libgphoto2.rules is present on
their system, so I assume I'm actually facing a different bug.

Err, that's /lib/udev/rules.d/60-libgphoto2-2.rules now.
So I guess this is just an out-of-date-documentation issue. Mangling the bug
accordingly, and fixing it.

It seems that the permissions on my camera's USB device is not being
set correctly.  When trying to access the camera I get the following
error:

An error occurred in the io-library ('Could not claim the USB device'): Could 
not claim interface 0 (Operation not permitted). Make sure no other program or 
kernel module (such as sdc2xx, stv680, spca50x) is using the device and you 
have read/write access to the device.

For debugging messages, please use the --debug option.
Debugging messages may help finding a solution to your problem.
If you intend to send any error or debug messages to the gphoto

I get no such error when I execute the same command as root.

Unfortunately, I'm unclear on exactly how the USB devices are
determined here, but by date at the very least I can see that the
relevant created device is this one:

As you can see, the group ownership is root, as opposed to
plugdev, which is should be.

I'm not sure how related this bug is to #586988.  That bug was for a
different version of libgphoto2, and the udev rules are in a different
place now.

Hey, David.  Thanks so much for the prompt response.

I in fact just found that file a few minutes ago:

I had forgotten that /lib/udev/rules.d is where system rules were being
installed now.  I should have looked there first.

However, this still leaves me with the problem that the device is not
created with the proper permissions, leaving me unable to access the
camera.  I'll open a new bug about that.

Ok, it was a while I didn't use my camera via PTP, so this completely slipped
off my radar (mass storage++ :D).
I'm not sure what can cause it, but at least I can reproduce the same problem
on my system. I'll try to find a solution, and fix the package/post it here.

Just one more information from you: can you please say what vendorid+productid
your camera is? You can find it from lsusb (it's the two strings ID:
:), or from dmesg when you attach your camera to the computer.
