This appears to be bug 1867668. You can either uninstall the old buggy
driver:
sudo apt remove xserver-xorg-video-intel
or just avoid it by selecting 'Ubuntu on Wayland' at the login screen.

even if I entered "APT:Periodic::AutocleanInterval"0";" into

It's because 'Ubuntu on Wayland' is an officially supported option in
