Screenshot-2.png - is how it looks like by default. Very convenient for
user that accustom to horizontal panels.
Screenshot-3.png - is how it looks like then panel is Right/Left
oriented. It takes to much space, and not very convenient to look at it.

Yes, after switching changing layout to CapsLock, required functionality
works fine. But it is only workaround.
Points:
1) It really pity that this feature does not work out of the box.
2) In the same bug for Ubuntu, there was the same problem/conflict - but it was
resolved and not at expense of

There are some applications that occasionally launch as Maximized (by
chance) but it is easily reproducible. And terrible annoy.
Applications: Thunderbird, Pidgin
Steps:
1. Turn ON PC.
2. Login in to Xubuntu
3. Launch Thunderbird or Pidgin from the menu
4. If

Attention: After closing Thunderbird\Pidgin when they have two-windows
icon (please look at picture at Thunderbird) - Next Launch of
Thunderbird\Pidgin become maximized! 100% reproducible.

Size of window is insufficient for tab Keyboard to see shortcuts. Please make
this window a bit wider to avoid annoying resize.
