I know someone who had the same problem on Ubuntu 12.10 (freh installation) after installing fglrx[-updates], missing the Unity taskbar and close/minimize/maximize buttons in windows (possibly the whole window decoration). I think his problem was fixed by installing the Linux kernel headers.
