The contents of the langpack xpi are not to blame. I replaced the one
installed by firefox-locale-fr by the upstream one downloaded from
https://addons.mozilla.org/firefox/downloads/file/3417333/francais_language_pack-70.0buildid20191002212950-fx.xpi,
and the issue persists.

strace reveals that disabling and enabling again a language pack doesn't
result in opening and reading the corresponding langpack xpi again. The
file is initially opened and mapped in memory at application startup. So
this problem isn't caused by a race condition when reading the xpi at
startup.
The problem is not specific to eoan. xenial, bionic and disco are
similarly affected.

Browsing to about:addons, disabling then enabling again the French
language pack, appears to fix the issue. The about:preferences page
needs to be refreshed for the translations to be updated.

This is a regression compared to the current stable version in Ubuntu
(69.0.1+build1-0ubuntu2), where all the UI elements specifically
mentioned are translated, except for about:cache.
