As Volker notes, the identical change was committed upstream
and so 1.3 also showed "no changes" since they were there then,
and no changes to hb-atomic-private.hh this time round either.

There are a lot of files changed, but nothing radical.
JPRT builds it on all platforms, layout tests still work/pass.

About 15 files are whitespace only changes so don't be surprised by
apparently empty diffs.
