Don't know if you got your answer for this already, but "better later than"
etc... Anyway, those vocals belong to track "Walking in the neon" by PETER
RICHARD, that's on Good vibes record -label out of Italy. Cat. number is GV
120021.  Can't remember the year though, sometime between '85-87?

I love that track. Some german project sampled it couple years ago, can't
remember what. It wasn't that good.
That track has a distinct "moaning"-style of singing, kinda like the singer
rises his voice to falsetto at the end of the sentence. There was a track on
FSOL's LP (Dead cities?) which had a vocalist doing similar stunts, only of
course, exaggerating it in a typical FSOL style (MUCHO echo!).
