I'm sure as about 80% of people on here either to work with computers (or have seem to have an intimate relationship with one ;-) it's only me who doesn't understand this but; how dey do dat? Like restrict the net so it only works in certain places? Surely it's not (like I understand) it is in China where ISPs are made to block things?
