The 'Makers' movement celebrates the culture of individuals making things for themselves -- crafts, electronics, musical instuments, inventions If you're not familiar with Make magazine, it documents and celebrates the DIY impulse.
I think Detroit is a great site for one their "Maker Faire" events. The DIY spirit is central to techno music: people getting ideas and making them happen for themselves. The people at UR and Submerge, for example, have built an international business from scratch, based on people doing their own thing. Detroit is a poor city with plenty of problems, but I know there are plenty of people solving problems for themselves there, creating their own arts, crafts, and technology. There's a second meaning to Ghetto-tech: poor people find ways to make do with little resources beyond their own ingenuity.
