Actually after the success of their sophomore The Writing's On The Wall Destiny's Child consciously went for new and upcoming producers since Rodney Jerkins and She'kspere/Kandi had become ubiquitous, recording with pop acts like Britney, 'NSync, etc.
That song was done by Rob Fusari and Falonte Moore, and Beyonce co-produced it (probably did the vocals, melody line & arrangements, her forte). Fusari has credits on records by Monifah and Olivia (who was a street campaign priority in Detoit during DEMF, I noticed) but Bootylicious is his defining moment so far. He's not someone who has really established his own sound. With this hit you can expect him to be all over the place though. An even better track on the LP is Happy Face, kinda retro 80s electro/techno/house, which he also co-helmed. I think the new Aaliyah album is even more exciting and more consistent as not only are the club tracks tight but the ballads are very, very edgy. Also the new Sisqo LP - I never rated him as part of Dru Hill (they were too like Jodeci and never as powerful vocally for me) and his first LP was obviously rushed and uneven (record label pressure?), but he has now cut a really tight recording with a dramatic sound, hip-hop beats, clever lyrics (eg the song Homewrecker) and great delivery (he sings like a rapper?!). Oh yeah and the track Infatuated has a very techy feel. Awesome production! There is heaps of exciting R&B out there with some fresh influences. I think I'll stop now!
