Melrose Avenue seems to be place for record shops in LA. Didn't find that much techno there though, but the best was Wax...which is mostly a quality house shop (i got 'I'm the Baddest Bitch' there) but have a good selection of techno, US and European. Lots of Kompakt stuff for some reason...and i managed to find a copy of "You have The Right" by Scan 7 too.
http://www.waxrecords.com The only other one that I found useful was Vinyl Fetish (just down the road from Wax) which just stocks old indie stuff but has a great industrial section if you're into that, although a bit pricey.
