as i recall it's either Rob Hood or Alan Oldham. it's taken the Utrecht show on the world tour that UR did back in 1991 or 1992.
the speech is featured in the intro section to "UR Live in Utrecht, Holland" which is on the Underground Resistance "Revolution for Change" album on Network, and a shorter (slightly different?) version is also on the fairly scarce DJ T-1000 "Liquid Metal Meltdown" 10" on Generator.
