  Senate Declares 2003 The "Year Of The Blues"                                  
              
  In what could be construed as an extremely bad omen for the future, the U.S. 
Senate has     
  declared 2003 to be the "year of the blues," and requested that President 
Bush issue a      
  proclamation calling on U.S. citizens to observe the year of the blues with 
"appropriate    
  ceremonies, activities and educational programs." Bush, however, was already 
doing his part 
  to spread the blues by spearheading one of the worst recessions this country 
has seen in    
  years, helping thousands of jobless radio and record label personnel find a 
renewed
