they've been doing these every year since at least 2000. they used to be 4 CD sets for like $19, an amazing deal. Now they're down to two CDs for the same price. I'm pretty sure its all just previously released tracks from artist playing Sonar. At least, that's what the 2000 edition was.
i did just get a Sonar update saying that Francois K will be releasing a Live From Sonar CD.
