He'll play wherever he's booked to play, which as has already been mentioned, is largely down to his agent. Agents form relationships with promoters and the same acts tend to deal with the same promoters over a period of time. I don't think its necessarily something to take personally. I share your frustration a lot of the time. It takes a long time for a lot of DJs to play here in Belfast (Mills hadn't done until pretty recently), but once they do play, they tend to return to the same club multiple times.
