is Walter Jones of Westbound records the same as Walt J of Dow records?

Wax record shop says that Walter Jones is a native of New Orleans and newly
signed to the LA based Westbound Music label

not that it matters much as the music is sooooo good
just picked up "Fade Inn Moments"  EP on the Westbound label
