In an eerily possible near-future, where cities are heavily
controlled and only accessible through checkpoints, people
cannot travel unless they have "papelles" (special travel
insurance). Beyond these cities are shanty towns jammed with
non-citizens who lack the necessary papers and whose lives are
severely restricted. When an investigator (Tim Robbins) is sent
to solve a case of fake papelles, he falls in love with the
woman behind the forgeries (Samantha Morton). Directed by
