The culprit isn't using Lotus Notes, so that's unlikely. The offender didn't capitalize the from: and to: headers, so it's probably some nitwit using an open relay and telnet to send mail in someone else's name.
It might not be an open relay, but it's hard to say since the mailing blocks many of the original headers.
