Why would 389ds complain that anonymous access is not allowed on a 
non-anonymous bind? What am I missing?

A password :-)

Error 48 usually means a password was not provided in the bind request.  When that happens the bind is seen as anonymous, and apparently you have configured DS to not allow anonymous access.
