Look at the Certification Matrix for both v13.6 and v15.3...

... there is no overlap where they both have a "certified" status on the same 
OS.

If you use 10.9 then you are certified for 13.6 but only Compatible with 15.3
If you use 10.10 then you are Certified with 15.3 but only Compatible with 13.6
If you use 10.11 then you are certified with 15.3 but in the "Not Tested" 
category with 13.6

On the other hand, v14 is certified for both 10.9.5 and 10.10.5 while listing 
10.11 as only Compatible:

So there is "certified" overlap for v13/v14 in 10.9.5 and there is "certified" 
overlap for v14/v15 in 10.10
