I read somewhere that the openssl version got bumped in version 15.4. But I can't find where.

In the same folder as 4D.exe (or 4DServer.exe) is a file named libeay32.dll and ssleay32.dll 3. Locate the libeay32.dll or ssleay32.dll file and right-click on either of these files, then choose properties 4. The version number specified in the properties is the version of OpenSSL used - Mac OS X 1.
