From one of the recent 4D versions (v13 and higher) uses by default US notation, but converts automatically to display in your regional settings. The provided format is imho a us format for displaying whole positive and negative numbers up to one hundred thousand. No zeroes. You must add placeholders for the decimals. Eg: ###,###0.00;-###,##0.00; or ###,##0.##;-###,##0.##; if you don't want to see 100,00 but 100.
