TL;DR - bad license Pat, Thanks the problem it turns out was that my license was somehow, as we sometimes say, FUBAR :)
Thanks to Tracy Roberts and a new license everything is functioning - in that I now have both licenses installed... This occurred at the end of the day (for me) yesterday, and I have not yet had a chance to actually try making the build work.
