| Does TV-OUT mean HDTV, but not Composite Video?

TV-out can mean many things. S-Video, composite, component. You would
have to find more detailed info about the card.

Usually fanless models are clocked slower to generate less heat.

| What's about 2 Screens and parallel use of 1 Screen and Non-VGA-signals?

I use dual monitors with my nVidia cards (laptop and a desktop).

| What's about the speed and the RAM?

For a workstation I don't usually care. I go for quiet cards. The
faster cards are really only good for gaming when compared to the slower
cards.

| Any suggestions for other NVidia or other chip set cards using PCIe x16,
| PCIe x1 or PCI?

I would just stick with PCIe x16.
