I would be surprised if it did.  cp has behaved this way for me, even

Use whatever you are comfortable with.  Just be aware that they all do
not necessarily work the same way.

No it is not.  It has been a while but I am pretty sure "copy" and
"xcopy" ignore hidden files by default as well.
