   I agree completely. You can have several LoWPANs (L3 concept)
   running over the same PAN (L2 concept specific to IEEE 802.15.4).

This would seem to put the hop-by-hop PAN routing in L2 in
order to allow full use of the wireless mesh.  This would be
problematic.  The alternative is to have L3 keep track of
LoWPAN and PAN addressing and routing separately in order to
allow use of a next hop in one LowPAN when routing to a
destination in a different LowPAN.
