If the above reasoning is correct, a mechanism is lacking in which a
host can ask the 6LBR the link address of a given IP address with the
LOWPAN prefix to allow proper mesh-under routing.

For mesh-under 6lowpan-nd allows Redirect messages as a way for a router to inform a host about the L2 address of a host that is on the same (mesh-under) link. (For those not familiar with IPv6, unlike IPv4, the redirect message includes the L2 address.)
