I'm looking for a GUI solution that both correctly handles UTF-8 strings on Windows NT and results in software that can be ported to obscure platforms such as Plan 9. So far, Tcl/Tk seems simple enough, given than Tk became a library on Inferno
However, I only stumble upon ports of the Tcl interpreter alone and said library, which is for Limbo (and possibly C?)
