Let's say.... it is difficult if you don't control the base station.

Keep in mind, that a subscribers IMSI is not send frequently. It is
replaced by TMSI as soon as the IMSI is transferred once. The IMSI
only gets transferred if a mobile switches "location". I think it
depends on the network topology how and when the IMSI is transferred.

Take a look at page 24 of this document: [1]. It is the solution to
this exercise: "Suppose that the home system of a mobile user is in
Köln. The user moves to New York (a new system) and then to Amsterdam
(another new system). Describe on a graph and explain the procedure of
registration and deregistration from the databases (VLR, HLR)
indicating in each step the entities involved."

As soon as the TMSI is in use there will be no transfer of the IMSI
again, unless the UE changes location.

In order to get all attached IMSIs you would have to trigger this
procedure and therefore you need control of the base station.
