Well, true enough, you got a Restore option. My one laptop has that Restore
partition. And, what does it restore? OK, no arguing here, just want to
point out, that this is not really a fresh install. It is a fresh install of
the OS that the manufacturer put on their systems, including all
modifications to the OS, and whatever crap-ware they might have decided to
put on. Oh, yes, they let you produce ONE set of restore CDs, but that set
simply is a hard copy of the partition of the hard disk. In other words, get
yourself a laptop, and from all the models I have seen, you only are stuck
with that 'freshness' that the manufacturer has got paid for putting
together. Allright, I never made the move to anything above XP, so practice
might have changed. Just notice, that none of the advertisements I've seen
on new systems ever point out that they come with anything more than the
restore partition. Maybe I am missing something here. Would be great to
know, as if it is so that you actually had got a pure clean
windows-installation CD or partition with new computers, that would have
justified quite alot in taking the plunge and bought a new computer. Still,
I have a bit of doubt on that part. The crapware - as someone already
pointed out - likely is how they keep down the price. And when you can buy a
brand new computer, for nothing more than what you would pay for Windows 7
itself, I really have my doubts, when people claim that you get a
'fresh-install' disc or partition with all new systems. That simply is 'too
good to be true'. Come on, and prove me wrong. That would put Microsoft in a
totally new light. :)

Most systems these days ship with a copy of the OS on a separate
partition. Grab a pair of eyes, get to your system's boot menu (there
should be a message of what key to press when you turn your machine on),
and see what options you have. Dollars to donuts, you've got a restore
option available.
