Surely the third voice is half as long again as the other two?

BarFly displays the second version correctly, except that there's
no way to turn long barlines off in the current version, so the
barlines in V1 get drawn across all three staves.  All the notes
line up in the correct places, and it plays correctly.

I'm not sure that I understand what the SYNC command is for.  Is
it simply to define an area of text where all fields will be
interpreted as being global to all voices?  On the whole I find
it more intuitive to avoid global fields except in the header.
