0.4.0

We've had a few weeks to shake out bugs in the 0.4.0 trunk and a lot of 
good fixes have been submitted.  I think there are a couple more patches 
to commit.  I'm thinking that we should target next thursday/friday for 
cutting the 0.4.0 branch and building the release candidate.  Does that 
work for everyone?
